Lightroom Classic: Open up Lightroom and navigate to the develop tab. On the left, open the Preset Tab and click on the '+' icon, then select 'Import Presets'. Find the downloaded folder, and choose the presets you want to import.
Lightroom CC: Open up Lightroom, click File > Import Profiles & Presets > and then select the presets you downloaded.
